PIAC Awaits Finance Ministry Data to Assess Petroleum Revenue Spending

By Mavis Paintsil, Accra

The Public Interest and Accountability Committee (PIAC) says missing data from the Ministry of Finance is hindering its assessment of Ghana’s petroleum revenue spending.

Launching its 2026 semi-annual report in Accra on October 24, PIAC Chairman Richard Ellimah said the Committee has not yet received full details on how the Annual Budget Funding Amount (ABFA) was used.

He said PIAC wrote to the Ministry in July 2026 requesting the information but has not received a response, despite several follow-ups.

According to him, the data is critical to monitor infrastructure projects funded with petroleum revenues, especially those under the government’s Big Push Agenda, including the Accra-Kumasi Expressway.

Mr Ellimah noted that because a substantial share of the ABFA has been channeled into the Big Push programme, PIAC will have to change the way it conducts project inspections.

He also raised concerns about compliance with the Petroleum Revenue Management Act, stating that no institution has been prosecuted in 15 years for failing to provide information to PIAC.

PIAC plans to seek legal advice from the Attorney-General on how to enforce compliance.

The Ministry of Finance has however denied withholding information, insisting it provided all required data.
