The VTF-TVET Advocacy Group has called for Ghana’s TVET reforms to shift from access to quality, employability and enterprise development.
The call is based on a survey of 51 TVET principals and vice principals across 14 regions, presented in Accra on Wednesday.
According to the report, Free TVET has boosted enrolment – rated 4.12 out of 5 – and retention – 3.84 out of 5. But infrastructure improvement scored 2.55 and funding 2.98, showing pressure on capacity.
A key finding is equipment shortage. 90% of leaders said equipment is inadequate, affecting Competency-Based Training (CBT).
On employment, 51% reported that less than half of graduates get jobs within 12 months of completion, while 63% said self-employment has become the main pathway.
The Group is therefore asking government, development partners, industry and civil society to invest in modern workshops, sustainable financing, instructor training, workplace learning, entrepreneurship, digital skills and inclusion.
“Free TVET has opened the door; the follow-up national priority must be to ensure that TVET institutions have the capacity to deliver high-quality training and that graduates can convert their skills into decent work, productive enterprises and sustainable livelihoods,” it said.
