Renowned economist and Professor of Finance, Godfred Bokpin, has raised fresh concerns over Ghana’s deteriorating road infrastructure, arguing that the country is underperforming despite major gains in education and technical expertise.
Addressing civil servants at a public lecture in Accra on Tuesday, August 11, Prof. Bokpin said the quality of roads being delivered today does not reflect the level of knowledge and professionalism now available in the country.
He contrasted current projects with infrastructure delivered by earlier generations of Ghanaians.
“With more education and experience, we are building less durable roads than our forefathers did. How did we get here? Who taught us this?” he asked.
The lecture, organised by the Office of the Head of the Civil Service under the theme “The Resetting Agenda for Sustainable Development in Ghana: The Civil Service’s Responsibility,” focused on improving public sector delivery.
Prof. Bokpin used the prolonged rehabilitation of the Tema-Accra motorway to illustrate his point. He questioned the timeline for the current works compared to the original construction under Dr. Kwame Nkrumah, suggesting that project execution has slowed despite better tools and training.
He also criticized the poor lifespan of many newly commissioned roads, saying citizens barely get to use them before they fail.
“Is it fair to submit to you that in this country, if certain roads are commissioned and you don’t hurry up and go and use them by the time it gets to your turn, it will not be there?” he said.
The professor urged government and the civil service to audit existing infrastructure processes and ensure that expertise translates into projects that are both quality and sustainable.
His remarks come amid widespread public frustration over potholes, delays in road projects, and concerns about value for money in government contracts.
