The Ghana Tertiary Education Commission (GTEC) has taken a decisive step to enforce regulatory compliance in the nation’s tertiary sector.
In a circular dated November 3, 2025, GTEC has directed all public universities to maintain current student fees for the upcoming 2025/2026 Academic Year.
Universities Must Seek Parliamentary Approval
The directive explicitly prohibits universities from implementing any revised fees for the 2025/2026 academic year unless they have secured prior approval from Parliament.
This move is a direct response to GTEC’s observation that public tertiary education institutions have been reviewing student fees without adhering to proper procedures.
“Maintain Current Fees”
Vice Chancellors of all Traditional Universities and Technical Universities have been reminded of their legal obligations to maintain current student fees.
The circular, signed by Dr. Emmanuel Oware Nyarko, Director, Quality Assurance & Compliance, emphasizes that revised fees can only be implemented after obtaining approval from Parliament.
Transparency and Accountability
This regulatory action aims to ensure that student financial obligations are transparent, legal, and non-exploitative. The move signals a high-level commitment to enforcing the law and protecting the interests of students.
What This Means for Students
The directive provides relief to students who were expecting fee hikes. It also underscores the importance of parliamentary scrutiny in ensuring that fee adjustments are fair and reasonable.
As the new academic year commences, students can expect a stable and predictable fee structure.
